Legislature Advances Digital Migration and Capacity Building

The Free State Legislature continues to advance its digital migration journey, a transformative process that requires sustained commitment from all stakeholders and significant investment in capacity building for Members and officials. These remarks were emphasised by the Speaker of the Free State Legislature, Mxolisi Dukwana, during the official closure of the successful three-day Members’ Capacity Workshop held at the Windmill Casino on 6 February 2026.

The workshop was convened under the leadership of Deputy Speaker Nolitha Ndungane, Chair of Chairs Thabo Meeko, and Chief Whip Oupa Khoabane. The programme delivered intensive sessions aimed at strengthening governance, enhancing oversight, and equipping Members with the skills required to effectively execute their constitutional responsibilities. Members actively participated through presentations, discussions, and interactive engagements designed to sharpen their roles in the House and in holding the executive accountable.

Key highlights from Day Three included a focused session on the oversight of public finance and audit findings, featuring insightful presentations by the Auditor-General South Africa (AGSA) Free State Office on strengthening financial oversight and addressing audit outcomes. An additional session on international relations and protocol was led by international relations and protocol expert Moses Kau, providing guidance on upholding diplomatic standards and institutional decorum.

The Free State Legislature remains committed to continuous capacity building, strengthened oversight of public finances, enhanced public participation and petitions processes, and improved international relations and protocol, all in service of better governance and improved service delivery for the people of the Free State.
