10 September 2024, Bloemfontein
The Ad-Hoc Committee for nomination of the Public Service Commissioner, Free State Province, led by the Chairperson and Deputy Speaker of the Free State Legislature, Hon. Nolitha Ndungane, tabled the Report detailing the process followed and recommendations of the Committee.
Six (6) candidates out of 21 applications received were shortlisted arising out of the process that was initiated by the Ad-Hoc Committee towards the end of the 6th Provincial Legislature. The newly established Ad-Hoc Committee considered the report and resolved to continue and finalise the process that was halted due to the 2024 National and Provincial elections, held on the 29th of May 2024.
On the 8th of July 2024, the Legislature issued a notice to the Media and the public, to announce the re-constitution of the Ad-Hoc Committee for the 7th Provincial Legislature as well as the re-instatement of the process, in line with the Standing Rules and Orders.
On the 14th of August 2024, the Legislature issued another notice to the Media and the public, to announce the successful conclusion of the interview process involving the six (6) shortlisted candidates. We also highlighted in the same media report that the next process will include tabling of the report before the House for consideration and adoption. Members of the Media and the public can access the interviews from the Free State Legislature YouTube Channel and Facebook Page for more information.
The Committee then met on the 8th of July 2024 and adopted a recommendation to be tabled before the House for consideration and adoption in line with the Rules and Orders of the Legislature. It is worth mentioning that the candidates who were interviewed are professionals of high regard and this can be depicted through their performance.
The House duly considered and adopted the Ad-Hoc Committee recommendation, to nominate Professor Brian Itumeleng Nakedi, as the Public Service Commissioner for the Free State Province, based on his background, experience and expertise. The recommendation of the Ad-Hoc Committee were preceded by intense discussions and different preferences by members of the Committee. The Report will now be officially submitted to the Premier of the Free State Provincial Government, Hon. MaQueen Letsoha-Mathae, in line with the provisions of section 196(8) of the Constitution, for further processing.
The Public Service Commission is an important entity of government in that it holds custodial oversight over the Public Service in South Africa, as outlined in Section 196 of the Constitution, 1996. Its mandate allows it to:
- Monitor the overall function and performance of the Public Service.
- Evaluate public administration practices and personnel management within the public sector.
- Investigate issues or complaints related to personnel practices and overall governance in the Public Service.
This oversight ensures that public administration operates according to democratic principles, ethical standards, and effective management practices.
“I am satisfied that the conclusion of the process on our part forms part of the general commitment of government to strengthen institutions of government to achieve the highest standard of service delivery to our people. I also wish to express on behalf of the Ad-Hoc Committee, my humble and great appreciation to all candidates for showing interest in the position of Public Service Commissioner, Free State.” Said Hon. Ndungane.
