The Joint Portfolio Committees convened in Bloemfontein to consider municipal Annual Financial Statements and strengthen oversight, accountability, and good governance.
The two Chairpersons of the Joint Portfolio Committees, Hon. Oupa Khoabane and Hon. A.B. Cloete, convened a full-day meeting on 30 July 2026 in the Interim Chamber on the 6th Floor of the Southern Life Plaza Building in Bloemfontein.
The meeting focused on the consideration of the Annual Financial Statements (AFS) of municipalities within the Xhariep District Municipality and Mangaung Metropolitan Municipality. As part of the programme, the Joint Portfolio Committees received the Annual Financial Statements and an overview from the Provincial Treasury.
The Committees further received a presentation from the Department of Cooperative Governance and Traditional Affairs (COGTA) on Section 132 of the Municipal Finance Management Act (MFMA) and Section 47 of the Municipal Systems Act (MSA), relating to Mangaung Metropolitan Municipality, Xhariep District Municipality, Letsemeng Local Municipality, Kopanong Local Municipality, and Mohokare Local Municipality.
The engagement forms part of the Committees’ ongoing efforts to strengthen accountability, good governance, and effective oversight.
The Joint Portfolio Committees continue to fulfil their constitutional mandate by holding the Executive accountable through oversight, considering legislation, and facilitating meaningful public participation.
